UCLA Cash Handling Security Policy

The UCLA Cash Handling Security Policy, which focuses on the safety of cash handling employees, was implemented in March 1998. This policy was implemented in response to the death of a University employee who was murdered while transporting cash to a campus cashiering unit. The committee organized to develop the Policy included representatives from UCLA Police (UCPD), Audit and Advisory Services, and Corporate Financial Services. An exhaustive analysis was conducted over the course of a year. It was concluded that transporting cash represents the greatest exposure and risk for personnel and that, in order to minimize the risk, the transport of cash should be by armored carrier. In that regard UCLA entered into an agreement with Dunbar Armored, Inc. and implemented the armored transport service for all cashiering operations.

The intent of the Policy, however, is to cover all cash handling personnel, including administrative and academic staff who deposit to the Administrative Main Cashier or other Major Cashiering units. Therefore, effective immediately all cash handling departments must comply with the UCLA Cash Handling Security Policy. Your department should also be knowledgeable of and conform to the policy stated in the Business and Finance Bulletin BUS 49 .

Since the Chancellor and Executive Committee are committed to ensuring the safety of all UCLA employees, armored transport service will be centrally funded for administrative and academic departments. Self-supporting units have been and will continue to bear their own cost.

The Office of the Campus Cashier Coordinator will assist you in this implementation. Please print the Dunbar Setup Form, complete it and e-mail to: Shirley Rayner. If you deposit with another Major Cashiering unit, and are not presently using Dunbar, please email Shirley Rayner for more information. Please be aware that there is every expectation by the Chancellor that you will fully cooperate in this effort to minimize the risks to UCLA's cash handling staff.
